One thing we run into sometimes is a user who asks for something to be taken down because they feel it is harassment or inappropriate content directed at them. However, infringement only applies to stealing of intellectual property, not of someone talking about you or commenting on something you did (these are usually special case user issues). So a DMCA Violation Notice is not an appropriate response. However, that does not mean YouTube does not have a path a user can pursue to report the item.
